Laptop doesn't recognize any mice, keyboards etc.

Hello,
I have had this problem for many years now but I want to start using my laptop so I am looking for a fix once again. My laptop doesn't connect with any of my usb devices.
Something I have notices is that when my laptop is initially starting up after I restart it, the lights on my mouse glow to their maximum, but when the computer is fully only the red light at the bottom remains on.
Sometimes my mouse will stay blue the whole time the computer is on but it wont work. If I disconnect it the mouse will only show the red light at the bottom.
My keyboard doesn't connect at all.
My devices work on all other computers and both are very new.
Please help, everytime I think I found the fix it stops working or it screws up again
