Solved had to replace a dead hard drive butmoving 1 set of file

my Norton files are still on the computer. so is there a way to move these files to somewhere so I can turn then on? t think that's how it works.

If it's dead then no even if you could get the files you would be missing reg entries so it wouldn't work
...and end-user will have reinstall those Norton tools to get them turned back on.

It depends on which drive you had to replace and where Norton was installed. And since you said these files are still on your computer after replacing the drive, that would suggest you had more than one drive installed.

So we need more information about your computer and how it was and how it is currently setup.

Itaregid, thanks for reminding me that end-user might have OS on C and Norton elsewhere :) However, if end-user moves Norton files, that would "bust" the Norton registry material, correct?

ok, I went to Norton and downloaded th.3pg as instructed it then downloaded something called "delete and reinstall". but it found nothing
no Norton. yet Norton downloader and Norton are there, but just the title, so soft wear. am still getting the around on the website so I sending a snail telling them that 1 of the questions they should have is "did you replace a hard drive and now can't get your Norton up and running?

If me, I would just delete the folders. It seems clear Windows is not aware of them so deleting the folders will cause no harm and will free up disk space if there are any files in them. Then use Windows Defender and perform supplemental scans with MBAM.
