OK so what is memory over voltage and how does it effect the system? Should it be high or low? And, what is memory frequency? Should IT be high or low?

I didnt understand exactly what you want to know, but memory overvoltage means to set memory to work at a tension higher than nominal. It's useful to overclock memory (increase frequency). Normally 10% of overvoltage in a DDR2 module may allow an overclock up to 20%, but you may also need to increase memory timings.
