At first my PC would not boot, displaying "Reboot and select proper boot device or Reboot", after booting from Windows DVD installation gave error: 0xc000000e. I created an installation media on a USB, and tried to refresh from it. Refresh failed as well as startup repair. Now shows: "Recovery: your pc needs to be repaired -boot configuration data file doesn't contain valid information for an operating system."

file:/Boot/bcd
error code: 0xc0000098

I tried bootrec:
bootrec /fixmbr runs successfully
bootrec /fixboot runs successfully
bootrec /rebuildbcd runs and returns successfully scanned windows installations
total identified windows installations: 0

BIOS detects hard drive and DVD drive. Help would be greatly appreciated.

Welcome to Eight Forums.

Check whether "Fix 0xc0000098 with Easy Recovery Essentials" helps. https://neosmart.net/wiki/0xc0000098/

Finally had time to look over this and try the fixes. Tried everything but Easy Recovery Essetials. Is the program trustworthy? I really don't want to spend money on a chance to fix my issue.

Alright, finally downloaded it; works and I can access my files. What do I do now? Run windows repair from it? Or reinstall windows 8.1? I apologize for my ineptitude.

Run Macrium Reflect,

select restore tab,

click 'fix windows boot problems'.

It will now list Windows install(s)

Click next, finish and boot sectors will be rebuilt, even creating dual boot menus as appropriate.

This facility in Macrium is basic but just works with no effort.

ALSO now that you have a way to access your files - you can copy them to another drive,,
just in case you need to do a reinstallation..

Macrium didn't work, problem persists. I'll copy my files to another drive and try to do a reinstallation.

Tried installing windows again, using ISO and USB, the installation finishes but still receive same error on restart. Should I delete/format my drive in custom install?

When I try to format the drive nothing happens, and when I tried to install windows using ISO I get this

"Windows cannot be installed to this disk. The selected disk is of the GPT partition style.
This computers hardware may not support booting to this disk. Ensure that the disk's controller is enabled in the computer's BIOS menu."
