Driver issues - USB - Device cannot start (Code 10)

On my system (specs in profile). I have recently experienced a problem where when I restart my computer, I have two USB devices which have aren't working and say "Device cannot start (Code 10)" both devices are security or access control devices. first is a USB fingerprint reader, and the other is a Yubikey 4. I have never had any issues with using these devices in the past but starting this afternoon, every time I restart my system these issues occur. I am able to resolve the issues by running the Microsoft Hardware Diagnostic (Fixit) tool which advises me to re-install the device drivers which corrects the issues until the next time I restart the system. Which then I have to go through the process all over again. I can include additional information upon request. Also, thanks in advance for any assistance in this matter.
