Hovering acts as left mouse click

I don't know if this is normal but I find it annoying. Using the synaptic touch pad on a Windows 8.1 laptop, I find that if the cursor lingers over an icon or shortcut for a second or so, it sometimes acts as if I had clicked on it. I don't think it is the touch pad sensitivity setting. Is there a separate setting that makes a cursor hover act as a click?

As a test, disable Tap-to-clcik for the touchpad, see what happens.

OK, I disabled the touch pad tapping. It will take some time for me to know if this resolves the problem because it doesn't happen all the time.

But, even if it solves it, is there another option because I've gotten very used to double tapping on the Touch pad as a quick way to select or start something and would hate to give it up.

I can't think of anything. I don't remember seeing any sensitivity setting for the touchpad. If there were then decreasing the sensitivity might help.

Tap-to-click is the first thing I turn off when working on a laptop. It drives me crazy.
