can you safely increase recovery partition size ?

My question is simply I have a Windows 8.1 on a HP laptop 15-F033wm and my question is simply can I safely change (increase it ) the partition size of the HP factory created recovery partition ? Can this be done without causing any problems to the factory restore or resetting the laptop to its factor defaults ? I'm pretty sure that it can be done the primary partition shrunked and the recovery partition increased.

Consider this. You should not do any "recoveries" to the same physical drive. If the drive fails or is corrupted ALL is lost. Only backup to some other media, an external (USB connected) hard drive, flash drives, etc.

The recovery partition is used to restore the system to as it was when it left the factory. It should not be used by the user for any purpose and doing so could compromise it's purpose. Why do you wish to change it's size?

As I stated before, the recovery partition is not for your use and doing so could compromise it's function. Create a separate partition if it is needed but leave the recovery partition alone.

As already stated leave your recovery partition alone, it is there so you can do a recovery to the bought state of the Laptop/PC. Normally such partitions are only just a bit bigger than what they contain. On mine, just 10 GB of which 9GB is used, so actually not much on a 1 TB drive. So next to nothing to be gained by fiddling about.

Not a good idea. The recovery partition is for recovery, not user data.

And note to increase the size of the any partition, you must decrease the size of another partition on your drive. That is, you don't gain any space so there is no real point to it.
