It's unallocated you need to format it to NTFS by creating a new simple volume. Then you should be able to merge.

I'm out of ideas at the moment. Maybe one of the others can help, sorry. Except I just noticed one is GPT and the other is MBR, shouldn't they both be the same partitioning?

    Hello there,

According to the screenshots those 23 GB are residing on a different physical HDD. If thatís the case you cannot merge physical HDDs like you would do with separate partitions on the same physical HDD. If you want to merge two physical HDDs you have to use some kind of RAID.
Have a look at your laptop specifications, it's possible that those 23 GBs are actually are 24 GB SSD.
