IF you are Experiencing Windows Help & Support
continuos pop ups in Windows ver. 8.1 AND
If you are using a wireless keyboard you may find
this very helpful.
I will give you the solution that worked for me, then
explain it all. The problem begins as intermittent then
becomes progressively worse untill constant.
Involves note pad and other programs that require you to
type such as word or word perfect.
One or all of these cause the problem:
First: Do not install Logitech Set Point or unifying driver software
“if” you are using Windows 8.1 x 64 and may apply to x86
Logitech’s available drivers are for Windows 8 but appear to work
properly in the beginning.
Let Windows 8.1 see the unifying USB receiver that you plug
it into a USB 2 or 3 port, then, reboot.
Be sure the keyboard & mouse power switch is ON.
Windows 8,1 will install the required drivers.
Second: Use Policy Editor to disable Windows Help Tips.
Note only the Pro version includes the policy editor.
Browse to - User Configuration / Administrative Templates /
Windows Components / Edge UI
Double-click on the setting labeled Disable help tips.
Select Disable. The Source I got this from said to select enable
but that did not get it done.
Same can be done in registry. Do at your own risk.

Third. IF the batteries in the keyboard are more than a
month old, replace them, even if they are good quality
alkaline. Keep the old till certain the batteries are “part”
of this freaky problem.
System of this problem:
Asus G751JT Notebook with Windows 8.1 x 64 Pro.
With added Logitech MK700/710 wireless keyboard
mouse combo., and second monitor. Laptop screen normally off.
During the past weeks, the issue of Help & Support windows
popping up incessantly has nearly drove me crazy.
The problem surfaced about 2 months ago.
At first, it was just once in awhile. That suggested
low batteries, but the batteries measured 1.47 volts
each so I ignored that in the earlier stages as possible
cause.
During the last 2 weeks it became so bad I could not use
notepad or several other programs with a help system.
The moment I started typing a few words, the help window
would pop up making it impossible to work.
With all the fixes, it still happens periodically.
