USB Ports not working for somethings but others it does

Hi everyone :)

I brought a Toshiba Satellite laptop late last year and am starting to have some problems with the USB ports. I'm running Windows 8.1 and somethings that used to work in the ports are no longer working. For example I connected my car GPS into the USB port the other day and nothing pops up. Nothing is even showing in the "This PC" area either. Funny thing is though my GPS knows it's plugged into the computer as it's got the charging symbol. This same issue goes with my dashcam, making it impossible for me to upload videos to the computer from my dashcam. Just remember I had no problems with my USB port when I last had to use these items about a month ago, now all of a sudden it doesn't work.

I have done the following to try resolve the problem:
Restarted the computer
Used different USB ports
Plugged it into a family members computer (it worked fine)
I have uninstalled all the USB devices in the device manager and let it reinstall. Didn't work.
It's very weird as the USB ports are taking a disliking to only somethings. The mouse and printer will work in these ports. Just not my dashcam or GPS anymore which is quite frustrating.
Any other ideas? Thinking about taking it down to the computer shop if I can't get it to work again.

Hi,
I'm Sorry for short answer but you already have a possible fix for this above^

Have you tried to restore Windows?
That should be much easier than troubleshooting what's wrong :)

Hey,

Just gave that a shot, didn't work. Could only restore the computer back up to the 24th of last month and still same problem.
