How do I disable Windows 8 Keyboard Shortcuts

I work in Photoshop and use keyboard shortcuts a lot. However, since changing to Windows 8, if the Photoshop keyboard shortcut is the same as a Windows 8 shortcut, it will not work in Photoshop. The keyboard shortcut does what Windows 8 defines. For instance, when pressing CTRL + ALT + down arrow, it flips my screen instead of stretching my object in Photoshop, as desired.

How can I disable and/or change the keyboard shortcuts for Windows 8 to eliminate this problem?

PS - I've tried to follow the instructions here in this link: Windows Key Shortcuts - Enable or Disable - Windows 7 Help Forums, but I guess it is just over my head. I can't find the Local Group Policy Editor. :( Is there possibly another way to do this?

The tutorial in the link is only for enabling or disabling hotkey combinations involving the Windows Key. Example Winkey and e opens the file explorer. It would not apply to control alt down.

You could try running PS in Compatibility Mode for Windows 7 but I'm not sure that would have any effect on the hotkeys, or "shortcuts" as MS calls them.

Flips??? What does that mean?

I have 8.1 (but no Photoshop). When viewing this forum page in IE, CTRL + ALT + down arrow just scrolls down my page a few like exactly as the down arrow alone. And CTRL + ALT + up arrow does the opposite.

In Word, CTRL + ALT + down arrow does nothing. In Excel CTRL + ALT + down arrow does nothing. In FoxIt Reader, CTRL + ALT + down arrow acts just like the down arrow alone.

I have tried this on two different systems so I don't think Windows (at least not the defaults) is your problem. Either Photoshop is, or something else changed your keyboard layout.

I must have got confused by the bit you said "What does that mean?" -- I therefore tried clarifying it.

It is due to Intel graphics i believe although i'm sure other graphics have these options too but try the following...

Press Ctrl + Alt + F12.
This should bring up the Intel control panel.

Select the Hot Keys tab and uncheck the box Enable Hot Keys.
