NEW System wont POST when anything USB inserted!!!

Hey all - just got a new system. Dell 15 3000 series.

The system has been upgraded to a SSD drive.

When in windows, everything works like it should - including USB devices etc.

However, if I restart the computer, or turn it off and on again, if I have anything in the USB ports, nothing happens. AS SOON AS I remove the usb device, the system starts up and I see the Dell logo and windows boots.

Steps taken:
1. Tried various USB devices in DIFFERENT usb ports to see if it was a specific device or port that was causing the issue - no avail, any usb device I have does it, my mouse, thumb drive etc.

2. Upgraded the BIOS from A04 to A05. No change, same issue!

3. Tried disabling USB emulation in the bios, no change!

Has anyone here seen this odd issue? I never have! Any suggestions would be awesome!

You failed to mention boot priority in bios. Put USB at the bottom.

Boot priority is Windows Boot Manager first.

Isn't there setting for HDD first, could be in some sub-menu.

If it's a UEFI BIOS the entry is listed as "Windows Boot Manager...." I'd have to fire up my laptop and have a look but I do believe the drive is listed at the end of the description. Windows Boot Manager Crucial.... If it's standard BIOS the hard drive is listed as first boot device. That's what I see here at home. My Laptop lists "Windows Boot Manager" and my desktop just lists "Crucial MX100".

I've seen issues with "A" USB device plugged in but not with "ANY" device plugged in. Does this include USB keyboards or Mice? I think I would look through the BIOS for any entries for "Boot from other device" or "Boot from USB" and turn them off. I would also ensure that Windows Boot Manager is set as the first boot device.
