Yeah, these started showing up for me, too, maybe after I did a repair install of 64bit 8.1 Pro, maybe more recently than that.

Microsoft acknowledges this ( https://support.microsoft.com/en-us/kb/2618460) and says:

...commonly associated with a Windows machine's inability to download a driver from a print server...
Configure the Point and Print Restrictions policy to Disabled.
  • Computer Configuration / Administrative Templates / Printers
  • User Configuration / Administrative Templates / Control Panel / Printers
Note: The User Configuration policy has been deprecated but is still available for backwards compatibility with legacy OS's. It is generally recommended to configure both policies to "Disabled" for uniform behavior across all clients...

Since I have no idea what "commonly associated with a Windows machine's inability to download a driver from a print server." actually means nor why this is being attempted, I am a little uncomfortable changing that policy value...but did it anyway just now. Will reboot and see if anything weird happens vis-a-vis my WAN connection traffic.

======

Post-reboot edit: The errors did not appear, no strangeness w.r.t. WAN activity (yet). If necessary, will followup here at a "future date" to see if something unexpected/undesired happens.

Well...after a couple reboots (actually shutdowns followed by boots) the errors reappeared - here's the text of a typical one:

Installing printer driver Microsoft enhanced Point and Print compatibility driver failed, error code 0x661, HRESULT 0x80070661. See the event user data for context information.

This means the policy change suggested by Microsoft didn't work. As such, I will be undoing that policy change and simply live with the errors.
