    Yes, i am pretty cautious when handling any PC parts too. This one has heatsinks and dual fans.

    i recall idea of stopping blades when cleaning, usually careful.
    It is just the idea of "stopping" a fan makes me cringe. It is not really a problem with these low voltage, small DC fans - for a few seconds anyway. But from a technical standpoint, it is not a good idea to hold any motor stationary by force. Excess heat within the motor windings can go beyond specs very quickly. Never good, even in short bursts.

    And of course, a CPU or GPU can overheat in less than a second, so just a short slowdown. Or the straw trick works - or a paper towel tube if you don't to stick a straw in your ear. Or if you want to get serious about do-it-yourself repairs, get a technician's stethoscope.

    A screwdriver, preferably one with a long shaft, will work too. It's an old mechanics trick. You put the handle up against you ear and touch the other end to what you think is making the noise. The noise gets transmitted up the shaft to the handle. Putting the tip on the video cards heat sink or the power supplies case etc may help you find the culprit.

    Not stopping fan blades when it's running !! When i am cleaning it using compressed air on it, to let the fan turn fast itself from air, not good idea, believe that is what the others here meant too.

    Again being an intermittent problem makes this or most tasks difficult as we all know. Pretty sure found culprit. If i am wrong, how i learn more.

    I know, not my first time doing this, cleaning inside of a desktop or removing parts. Think something was misunderstood, but i appreciate any help either way.

    Intermittent faults are a PITA to diagnose. It almost never happens when your watching listening for it. Hopefully you found the culprit.
