USB-connected device is not charging

Hi, when I connect my DualShock 3 controller to my Windows 8.1 laptop it does not charge. I hear a beep, as in something was connected to the PC, then it seems to charge for a couple of seconds (lights flash on the controller) and then it stops. I am able to charge my phone and tablet so, it's just the DS3. It works fine on my Windows 7 computer, so it's not the controller.
Help me fix this, please.

Is this a new PC? Do you have another port to try? What do you see in Device Manger for the device itself and also the USB port it is connected to? Does it show current being drawn from the port or does it show zero?

Many devices require more power to charge than the USB port can provide. PC manufacturers have responded with higher powered ports for this purpose, but often times only some of the ports support this.

For instance, you cannot charge your iPad on a standard USB port, although it can be charged from the higher powered ones.

I don't know if your device requires more power or not. Additionally, I've seen some devices which actually require you install drivers on the computer to support charging. Motorola is infamous for this, so that is another thing to look into.

Yes, this is a new laptop. I tried other ports, same result. It shows up on Device Manager as a game controller. I don't understand the last part.

It charged fine on my 5 year old (or close to that) laptop... When I first connected the controller it installed some drivers.

Is your laptop running on battery power or plugged into a wall socket when doing this? It might not work when the laptop is on battery power..

Also, just because Windows may have installed some generic drivers doesn't mean they are the proper drivers. I would advise looking for a proper driver.

You could also try turning off "Selective Suspend" for USB devices in your Power Scheme's advanced options...(Windows Key + X > Power Options > Change Plan Settings > Change Advanced Power Options > USB Settings > Turn off Selective Suspend for both Battery and Plugged In. Reboot your computer then try charging again.

It doesn't work either way. I tried the selective suspend thing, still not charging. I'll look for the drivers
