not able to delete partition (21.85GB)
and extend it to partition C

how to do that???
please need help :(

You still have a logical partition in that space. note the green outline around it. AFAIK Windows will not do that. I think you will need a third party application Like Paragon Partition Manager to move the windows partition up and then resize it.

What belongs to the OS? The 21.85 GB of free space?

The OS doesn't / can't use the " Free Space " as it doesn't have a partition and isn't formated....
TechoMage is correct.
Not really sure how OP installed Windows in an extended partiton with C: as a logical drive so if you delete the partition, you also delete the logical drive C: within the extended partition which contains Windows OS.

After a closer look at the picture I see now that the windows partition is logical inside the extended. Damn. How did he do that, and why? I will say I do stand by this part

. Which will allow him to regain this lost space.

I've seen things like this before, but, when I'm setting up a new hard drive, I make sure that the OS goes into the first partition on the drive, by partitioning and formatting the new drive with just ONE partition. More part's can be created with any good Partition Manager, after the OS is seated and happy.

Hi guys

A doubt: couldn't it be like this - OP has 4 primary partitions including C:\ in the first place & then partitioned c:\ drive again thereby making extended partition with the two logical drives as shown in the disk management.

I'm a noob here, please forgive & advice if any wrong.
