Are you sure you are actually turning the computer off? It sounds more like the computer is going into standby, and when you 'turn it back on' so to speak, Windows is having a problem re-initializing the keyboard/mouse from standby - which is why after you then restart it again (ie., a full restart), everything works fine.

No oit completely turn off

No its completely turn off because after word i putt of the power plug from electric switch....it worked very fine on windows 7 but on windows 8 it creating the problem....if i press restart button directly during the booting on first time turning on the system then it worked again fine...i think so its some kind of service in bios or driver issue thats my personal opinion it might be wrong...

Check BIOS for USB Legacy setting or something like that, could be something like USB 1.2-USB 2.0 too.

OK, just wanted to make sure you weren't pressing the case power button. I do believe what you are doing is a full shutdown. I'm not sure what's going on though.

How exactly are your mouse and keyboard connected to the computer? And how many USB devices do you have plugged in? Are you using a hub to give you more USB terminals?

If they are USB, try disconnecting every single other USB device plugged in (esp. any printers), leaving only the mouse and keyboard, turn off your computer and perform start up (called a 'cold boot').

It really sounds as if your mouse and keyboard might be set to delayed startup, or, you either have a lot of other USB devices plugged in, or used to have a lot of other devices plugged in (which Windows still retains and looks for regardless of whether they are connected).

Let me know - we still have some other things to try, but first disconnect all your USB devices except keyboard/mouse.

If this doesn't work, what happens if, when you get to the login screen, you just wait for a minute or two - do they start working then?

Your problem is most definitely software related. Did you install the correct motherboard/chipset drivers? If you haven't, download and install the latest chipset drivers for your motherboard.

If you have already done that, try reinstalling them. Make sure they are the correct drivers for your system. If the problem persists after that, install the previous most recent chipset drivers, they might be more stable. If that doesn't work, re-install the latest chipset drivers again, and we'll go from there.

You need to go to the link I provided, put in the model of your motherboard, download and install the latest chipset drivers - if you never did that after installing Windows 8, then there is a very good chance that this could be your problem.

Its definitely your motherboard - take a look at the link below, several people having the same problem as yourself - how old is this motherboard? It could very well be that it is just not compatible with Windows 8.

Go to the link, there are some potential solutions in the comment section. If those don't work, and given that more than 50% of the people who visited that page voted the motherboard as incompatible with Windows 8, along with the fact that Asus doesn't make a Windows 8 driver for that board, you either have to return to Windows 7, or get a new motherboard.

Ok, if you are willing to continue and try to troubleshoot this thing, I will certainly do my best to help you out. Our next step will be to download a free, well-known, and trusted system diagnostics software, which is Sisoftware's Sandra (approx. 68mb). After you get it installed, we are going to run a few reports and try to figure out exactly what is going on here.

Before we do that, let's try a couple things :

1. Have you tried plugging the mouse or keyboard into different USB ports? If not, take the mouse out of it's current port, and try plugging it into a different one - do this for every unused port that you have available.

2. You said that you used to have a webcam plugged into the USB, did the webcam ever give you any problems?
2a. If the webcam always worked fine, plug your mouse into the same port the webcam used and test it that way.
2b. Again, if the webcam always worked, now try plugging the webcam into one of the USB ports that was giving your mouse/keyboard problems, and see if the webcam still functions correctly.

3. Do you have an externally powered USB hub? If you do, and it's the type that is self-powered (ie., you have to plug it into the wall), try connecting your mouse/keyboard to that.

4. Try booting your computer with only the keyboard plugged in - see if it works - then when you are at the login screen, plug in your mouse at that time -

After you test each scenario above - let me know what happened on each one.

Yes now i tried the first step which u instruct me....
1)i plug the device into many other ports means unused ports of keyboard and mouse its was still stuck...

I think so web cam also not worked... becz my mouse and keyboard completely stuckd so it is impossible to switch on the software of cam to check wetahr its working or not but i think its also stuck...

3) yes i have externally usb hub and its also stucked....i also try there but no response..

i booted my computer only with keyboard too but not use of it....

I try al the following step which u instruct me but they are not working anyone...

I really believe your problem is that your motherboard is just not directly compatible with Windows 8. I did notice in my own search that your motherboard has PS/2 ports for keyboard and mouse. For the time being, you can always buy a PS2 to USB adaptor, which should restore keyboard and mouse functionality, allowing you to enter windows and troubleshoot a little more (like with Sandra Lite for example).

After considering everything though, as I stated above, I really think you only have three options at this point:

1. Revert back to Windows 7, and restore full functionality to your computer
2. Buy a new motherboard, and restore functionality for a Windows 8 OS.
3. Buy a couple of PS2>USB adaptors, and continue using Windows 8 without any USB support.
