Are you sure you are actually turning the computer off? It sounds more like the computer is going into standby, and when you 'turn it back on' so to speak, Windows is having a problem re-initializing the keyboard/mouse from standby - which is why after you then restart it again (ie., a full restart), everything works fine.

Check BIOS for USB Legacy setting or something like that, could be something like USB 1.2-USB 2.0 too.

OK, just wanted to make sure you weren't pressing the case power button. I do believe what you are doing is a full shutdown. I'm not sure what's going on though.

How exactly are your mouse and keyboard connected to the computer? And how many USB devices do you have plugged in? Are you using a hub to give you more USB terminals?

If they are USB, try disconnecting every single other USB device plugged in (esp. any printers), leaving only the mouse and keyboard, turn off your computer and perform start up (called a 'cold boot').

It really sounds as if your mouse and keyboard might be set to delayed startup, or, you either have a lot of other USB devices plugged in, or used to have a lot of other devices plugged in (which Windows still retains and looks for regardless of whether they are connected).

Let me know - we still have some other things to try, but first disconnect all your USB devices except keyboard/mouse.

If this doesn't work, what happens if, when you get to the login screen, you just wait for a minute or two - do they start working then?
