Lag in programs and windows 8.1 Graphics Or Storage?

So first I had this problem so I heard that the new amd drivers mess up the 6970 so I was going to re install windows anyway so I did then got the 13.9 drivers for my graphics some what improved it but still not fully went to play some ace of spades and my loading time was horribly (I have an OCZ Agility 4 on sata 2 and the game was running of of 2 WD Blues TB in Raid 0) I was getting like 1-3 fps and I usually get around 100? Any help I did a benchmark on my SSD it seemed really low I havent formatted it because I had too back up files on it inorder too do my raid so should I reinstall windows but format my SSD this time I fixed the reg fails with ccleaner and AVG and defraged my disk so what should I do this sucks

I think I may have fixed it by formatting my sad but I have 16gb of Kingston ram i7 875k socket 1156 ocz 700w psu and it all was liquid cooled but I got the haf stacker and new tubing and res so I have a stock cooler on right now but there is something wrong because it says my CPU was 99 celcius but it wasent actually that hot it said that in real temp and my bios I have a Msi p55 gd80 and ocz agility 4 256gb and two WD blues TB in raid 0 and a 320 Scorpio 2.5inch drive and I recently took out my IDE WD blue 250 drive and his hd readeon 6970 and my little Belkin wireless g ver 7000 PCI card and I think that's it
