You were using CPU-Z while in idle. Processor drops speed when in idle to save on energy and heat. You have to measure it while being used 100% or close to it. "processor clock : 99.79MHz" is not the clock of the processor but it's "Buss speed", the speed of connection with memory. "Processor speed = Buss Clock x Multiplier. To make changes to it to run full speed all the time, you'll have to set that in BIOS manually.

It's normal at idle. If you want real measurement download Download | wPrime and leave CPU-Z running while Wprime is working.
For settings in BIOS you'll have to look at the manual, should be able to download it here : GIGABYTE - Motherboard - Socket 1155 - GA-B75M-D3H (rev. 1.0)

There you go, see, it's running almost at full speed when necessary. To make it permanent you'll have to go in the BIOS and change some settings from Auto to Manual, May involve as little as changing Multiplier to it's highest setting.
But, beware, heat and power use will be higher all the time.
