Run background tasks when screen in locked?

i'm not sure if this question has been asked before and if it has it would be appreciated if someone could point me in the right direction

But my question is, is there a way to have programs running when I lock my Surface Pro, and if so how would I do it?

Sorry if I'm too oblivious to figure this out, but how would I use Task Scheduler to keep a program open when I lock my tablet, for example foobar, so that it keeps playing music?
