I don't know of anyway to disable that, simply because it would be rather hard to start your computer again...

The setting is in the power management of the properties in device manager.

The normal way to boot a computer is to press the power button, not the keyboard or mouse. However, I'm still not sure what the OPs problem is.

Actually, I think this option is to wake the computer up from sleep or hibernation.

He can restart his computer with the power button, which is the normal way to start one.

    Going out on a limb here . . .

    1. Are you saying that you have completely turned off the computer and that when you click on the keyboard or mouse, it boots the computer?

If this is correct, I believe you should find what you need under boot options in your BIOS or UEFI. I have heard of "wake on Lan" but not with the keyboard or mouse. That will be a new one on me. I still don't know enough about UEFI, as this six month old machine is my first UEFI one.

    or

    2. Are you saying that the computer is sleeping/hibernating and that when you click on the keyboard or mouse, it wakes up the computer?

If this is correct, clicking a key on the keyboard (I press the space bar) or wiggling/clicking the mouse are pretty much the default ways to wake a snoozing computer. However, as whs said, that can be changed in Device Manager.

Go to Control Panel>Device Manager>Keyboards and right click on your keyboard. Repeat with the Mice and other pointing devices which is below Keyboards.

    Good luck . . .

In addition, you might see if the tutorial below may be able to help with preventing devices from being able to wake the computer.
