I need to re-arrange partitions and one recovery partitions is blocking me. I though a factory reset would take everything back to place but it didn't.

If you care enough you can instead refer me to documentation but I don't actually need that hep.

Anyway, I really don't recommend removing Recovery and EFI partitions, but if you really know what are you doing and you really need to do it, you can't do it from windows or windows setup. you'll need a partition tool to do it.
You may also try this:
Can't delete extra "Healthy (Recovery Partition)"s and "Healthy (EFI System Partition)"
