    OK.
    Have tried in all usb ports.
    Some of those ports have normally external hard drives attached that work fine without issue.
    If i rebbot i have no issue but if i switch off and then restart i have to unplug the usb cable from monitor-pc and re insert for it to see the monitor even from those usb ports that normally have external drives on that are alive when starting the system.

    Updated drivers, chipset etc.
    I think maybe the issue is in BIOS under boot all other devices are listed but the monitor is not there?

    He has a monitor where the touchscreen acts like a mouse and uses a USB connection. This is not a Windows boot problem, but a USB driver problem as it would be for a mouse.

    I don't know of anything more to suggest than look for new drivers and change the USB port the touchscreen is plugged into.

    You might try turning off the Windows Fast Startup to see if it would help. Control Panel-Power Options-Choose what the power buttons do to get at the setting.

    Edit: Does anything show in Device Manager for the Touchscreen device?

    Tried that.
    Nothing shows in device manager, but tried on another pc works fine, something on this one not quite right.
    Reboot fine, switch off then on not ok

    Many times, you can have problems with drivers where they will not load during a cold boot. For some reason they are not seen and do not load correctly. I would think that was a driver problem and needed an update, but it could be a bios situation if that device is not being recognized.

    It appears that touchscreen module is made by HTS. I don't know what company goes by those letters, but if you do, you might check their site.

    I would think there has to be something in the Device Manager. Possibly under imaging devices, or even tied to the video display. But I suppose if you don't see anything listed on the computer that works, there may not be anything listed. I wonder where it would load the driver?

    Set that so allow computer to turn off is not ticked but still the problem. Darn PCs
