USB IRDa Adapter issues Latitude 10

I have a Latitude 10 (ST2)Running W8 Pro. We have some digital flow control devices here at work that are programmed via IR.

Software for reading/writing to device installs just fine. Driver for USB adapter installs fine as well. AXIS 7780 IrDA.

What's happening is that I have to insert the USB stick into the port and then immediately tell the program to read/write the device. It will successfully perform operation, but then Windows closes the IR interface (tray icon goes away and sound plays). I can replicate this on another Dell Latitude 10, but on our Surface Pro, and our Latitude ST1 (precursor to the ST2, and it's running a clean install of W8 Pro), the devices operates just as it should; reading and writing to device without loosing the connection.

I'm picking up a new IrDA adapter this week to make sure it's not the adapter, but does anyone have any ideas? I see nothing in any conventional logs that say the device is failing, over using power, etc.
