on screen touchpad

The on screen touchpad or keyboard won't automatically open when it wakes up so I can enter my pin or password. So If you tap the text box to enter your password the onscreen keyboard doesn't automatically open. The rest of the touch on the screen works fine. The power icon works and the one in the bottom left works as well as the sig in option icons to change from pin to password. Is there a way to re enable it when win 8 wakes up? It just started this yesterday after it was in the dock and attached to a usb keyboard. I have Rebooted twice and no change.
the tablet is a Dell latitude 10
