The Toshiba website finally came back online and I followed these instructions and the problem disappeared:

If the TOSHIBA Upgrade Assistant (TUA) is not used to identify conflicting programs and utilities prior to upgrading to Windows 8 it is possible to have the CD/DVD drive not appear after the upgrade is complete.

As a possible remedy, uninstall the CD/DVD driver and reboot your laptop following the instructions below:
  • TOSHIBA Recovery Media Creator
  • TOSHIBA Disc Creator

At the START screen type "Uninstall".
  1. Under "Settings" select "Uninstall a program".
  2. Locate the programs shown above, right-click and select "Uninstall".
  3. After uninstalling both programs, reboot your computer.
  4. The CD/DVD drive should now be shown.

I didn't even know that I had a TUA and I upgraded to Win 8 Pro back in July - although that might be when the problems started to appear.

I uninstalled the Recovery Media Creator as the Disc Creator was not present. I did not in any way expect this to work. I hadn't seen my D drive for so long that I didn't recognize it at first!

I tested out both CDs and DVDs. I then reinstalled AnyDVD and it's working properly.

In reviewing the DVD driver info in the dev mgr I noticed that the Toshiba driver no longer appears - just the MS and AnyDVD drivers - see below.

So I'm thinking that the extra driver might have been the problem all along. And yes - I've exported my registry.
