How to debug 'USB device not recognised'

I am running Windows 8 on a Dell Inspiron 570, and have been doing so for about 8 months without a problem.

A couple of weeks ago my PC started complaining about a USB problem. 'USB Device Not Recognised', which comes and goes quite randomly. I have unplugged most of my USB devices, and I still have the problem. I have not noticed anything has stopped working, so I am starting to wonder if I have some dodgy USB hardware on the motherboard. The problem is I don't know how to track down some more information on the root of the problem.

I used to be quite adept at tinkering in Windows, but am about 7 years out of practice. Any guidance would be greatly appreciated.

I've run into this also with my Acer laptop. Especially if I hot unplug then plug back in a device even if it supposed to support hot plugging. Didn't have the problem on 7.

Would be nice if somebody here could figure it out. Might just be another check mark in the Con column for 8.
