I have a client that has the 64 gig surface pro, it came with 28 gigs available
after putting office, security updates and WLM he now has 19 gigs left. I do not see he will have enough gigs to put 8.1 on it. Does he have to go with 8.1 or does this work differently for the surface pro tablet, what happens if he does not have enough gigs. Especially since tablets are mega smaller in hd capacities than laptops or desktops
does Microsoft take this into account for the tablets

I personally would not use a SSD/HDD less then 100gb for a Windows install.

Windows 8.1 is just an update to Windows 8. The resulting install should not be much larger than the current one, but I do not have any numbers. If the install does not have enough room, it should let him know during the process, prior to doing the update. He could then decide what he wanted to do.

If there were files created during the update for archival purposes, those could be removed when it was decided they were no longer necessary.

I would not install Preview right now anyway.
But, you may have to uninstall Office to make room, however, 8.1 is just like a service pack, so, it might clear up some room

Also, try running disk cleanup to see if you can free up some space.

EDIT: When Running Disk Cleanup, Run the Clean up system files and make sure to check off
Windows Update Cleanup
This can free up at least a GIG.
