You could try setting the drive to "Optimize for quick removal" using the tutorial below to see if Windows may treat it like an internal drive afterwards to let the Turn off hard disk after power plan setting control turning off.
If you haven't already, you might also see how it will behave using an eSATA connection instead of USB.

    The problem is Windows 8.1

I encounter the same problems that after 10 minutes windows 8.1 powers off my external HD
I tried all different things but its still the same ... it powers off and if I want to save something it first has to start up again and it takes 10 sec or more

Microsoft always do something crazy if they update an OS ... it's getting annoying

I didn't had the problem under Windows 7 neither under Windows 8 .. it started first after I installed Windows 8.1

I have a WD 2TB USB 3 external drive that I have to wake up to use. That didn't happen in 7 or 8. Just when I moved to 8.1.
I googled it to day and tried all the tricks with no success. I changed to power down to Never. All the USB entrees in device manger, turn off power to save energy unchecked.

Here is a registry hack and it really helped me and all others to prevent the external HD to go into autosleep
