I Have found that some devices do not trigger an OK to safely remove visual indicator. I have a USB printer that does not give that indication. I can power it up and power it down and the only thing I hear is the blip noise. Maybe it is just not necessary to provide a warning for devices that are OK to just unplug, without any fear of data loss, like my printer (and maybe your keyboard). Just my observation. Good luck.

You usually only get it if it's a removable storage device instead.

An added thought: If the device is not processing data and is not write caching, it can be removed immediately by default.
Check 'Quick Removal Policy': My Computer>right click device>Properties>Hardware tab>highlight appropriate device>Properties dialog box>Change settings dialog box>in new window check 'Policies' tab.
