I just got the same USB 2.0 internal card reader (no -r on model number). Attached it to the USB 2.0 mid-board connector 78 (9 pin) and it seems to work fine. I do notice you have to put the SD cards in upside down, at least to me it seems to be upside down. The CF cards seem to work fine right side up, and I do not have any other types.
Just in case it might be relevant, in Device Manager, on some of the Hub devices, there is a reset hub option. Under Disk drives, I also show 4 Generic entries, one for each type of memory card useable in the reader.
The 19 pin connectors are for USB 3.0, and you need a special plug to fit, which should come with a 3.0 unit.
What media are you using as far as Class or X number or U class speed designation? I have one that is SDHC 16 GB 100x, but that is only 14.6 MB/s, which is well within the USB 2.0 speed range. As long as the speed of the card is less that 40 MB/s you will not see much of a gain with USB 3.0. There are some flash cards that would rival the speed of a hard drive, but they are fairly expensive.
So, as an answer to your question, I would submit the Rosewill devices will work
