auto rotate will not stay off

I have a Lenovo Twist. After I turn off and lock auto rotate, somehow the box for auto rotate checks itself so that it is on auto rotate every time I reboot or recover from "sleep" mode. This is a recent problem and I suspect it has something to do with an update, but I am not sure.

Is this just a "bug" or is there some way to keep the auto rotate from turning itself on?
