Only One of 2 External HDs Recognized

I keep two external drives as backups (ok, maybe overkill, but 40 years in IT makes me uber-cautious), both 500GB USB 2.0. I use a USB hub for them, printer, flatbed scanner, etc. Clicking on Win8's 'computer' to see connected devices will initially ONLY show ONE of the drives - I have to disconnect/reconnect one of them to suddenly get both recognized. Why? They have different names; never saw this problem in XPPro.

Could be something with usb hub under win 8 I had similar

Are the hubs supplying power to the two drives? Is it related to USB power management?

plug the external drives directly into the mobo and all other none essential hardware into the usb hub.

Thanks to both of you, but... The hub is powered, and as I mentioned, works flawlessly with my XP machine. As for plugging the HDs directly into the mobo - the laptop has only 2 USB2.0 ports, one of which I use for the hub (which has the printer, scanner, et al on it). As I also mentioned, if I unplug one of the drives and then plug it back in, Win8 sudddenly and magically recognizes it (i.e., both drives), again indicating it's not the hub but Win8 that has the problem.

By power management, I mean the settings in the device manager on the root hubs.
You can allow windows to power down usb components when they want.
Plugging something in sends a wake up signal.
