External webcam issues

Hi, new user to Windows 8 with a week old Laptop. I use IE for browsing but on this new HP with IE10 installed my external webcam wont work. The internal webcam seems fine but it's not very good. So I've tried on Chrome and both cameras work fine.

I've tried a website testmycam and the only clue I've got is that on IE10 the internal cam frame rate is 30fps and the external cam frame rate is -1fps, both cameras run 30fps when I use the site on Chrome browser.

Is this a flash player issue or IE10 or windows problem? Has anyone else had similar? I've tried finding ways to alter the frame rate but it doesnt seem possible.

Help?

Have you installed the drivers/software for the external webcam? What is the make and model of the external webcam?

Thanks for your reply. It's a 6 year old Sanyo Camcoder on USB set to Webcam Mode. It installs itself on USB and I think it's using whatever drivers Windows as as default but as it works on Chrome I figured the driver probably isn't the problem, I can't find any settings through device manager to alter the frame rate. I did hear that Chrome and IE10 use Flash in completely different ways so I was guessing it;s a browser issue
