Yes you can use themes on 8.1 BUT if you talking about using Windows 7 themes on 8.1 the answer is no, they are not compatible and must be converted for use on 8.1 first.

If you're thinking of using/patching with UXStyles, where in Win7 it killed the MMC(Microsoft Management Console), on Win8.1 so far as I have seen it only effects the ability to right click on the Start Screen and Apps Screen, so I recommend setting your system up how you want it, then install. It's not a big deal really, you can always temporarily switch to a Windows theme and make changes too.

An example of a theme: Gray8 color pac by gsw953 with five different colors on Dark Gray To get and use extra features including UXStyles, System Transparency by Prisoner from Seven Forums and OldNewExplorer download Gray 2014 from Ezio:
