Installing New Icons and Cursors in Windows 8.1

I'm trying to figure out how to install new icon downloads from the internet. I'm using Peazip and it works well. The problem I'm having is when I try and change the folder and desktop icons for new ones. When I click any folder or file that says either My Icons My Cursors in either in the Library, Documents, Pictures, Downloads, etc, theres no icons or cursors. How can I fix this? Also when I click properties in picture folders to customize there, there isn't a customize tab, its only in my name folder. How do I switch the files? I'm sorry but Windows 8.1 take some time to get use too.

Have you looked in Downloads folder under your user name folder ?

Windows 8 icons

Thats just it the only way I can view any icon downloads is in my user folder only. In Windows 7 it didn't matter. I was able to make an icon folder in My Pictures, Pictures, Documents etc folders. I was able to change all folders with new icons, Windows 8 not so much. Now when I try and download either new icon or cursors a popup says it can't find the application file. Whats this?

Your problem seems to be serious.

I have a folder I made for icons---

Maybe running these commands in Administrator cmd prompts would help---

Dism /Online /Cleanup-Image /RestoreHealth

then


sfc /scannow
