8.1 is not allowing changes to background and accent color

First off let me say thank you, to the many post that have helped me from this forum. I have been here several times as a guest. Now my issue.
I am using Win 8.1 on 6 synced PC's and I am trying to change the background and accent colors. When I go the Personalize menu it takes me to the old school options in Control Panel vs. giving me the Personalize menu slide in.
It is doing this on all my synced PC's and I can not find any reason why. I did use a post from here to force colors through the registry, on each PC, but I do not think I should have to do that. I am an administrator on all the PC's and they are not on a company network, or controlled by Group Policy.
Thanks in advance for any help

Hello Tonto, and welcome to Eight Forums.

It sounds like you may not be opening the Settings charm from your Start screen. It won't work if you do so from your desktop. Check to see if the tutorial below may help.

Start Screen - Change Background Color and Image

    Hope this helps for now,

Thanks for the link, your first statement said it all, I did not realize that the personalize menu from the start screen vs. from desktop are two different components.
    Thanks again.
