Windows 8.1 Explorer Folder Background Image

So in Windows XP/Vista/7 there is a way like this one HERE with that you can change the background image of the explorer.exe folder view, is there any way to do this in Windows 8.1, cause i have been for it everywhere, no luck though.

I thought to make a new thread, but maybe someone can help me also with this, although my problem may not be exactly the same..

I have Windows 8.1 and I created a folder on the desktop to place other folders and shortcuts in and named it utilities, I have my virus and male-ware protection shortcuts in this folder and so on..,
I right clicked on the folder and chose to change the folder icon, from the plain folder to (what I found in the windows icons) one with a hammer and tools on it. As soon as I clicked on "apply" the folder disappeared????????? Where did it go?? lol

I went to the search and typed in the name of the folder and no results, I looked everywhere in every folder it is not in the Recycle bin, I did not accidentally make it invisible because when I run the mouse where the folder was on the desktop nothing happens, so does anyone have any clue as to how to get that folder back??
