scrollbar color change

right now it's a dull gray and I want to make it a brighter color, such as red, so it stands out better.
how do I do that?

If you feel like you would like to try it yourself go to C:\Windows\Resources\Themes\Aero folder and get a copy of the aero.msstyles and put it in a zip folder and posted here and I can give you the image # and give you some instructions on how to do it.
