I can anticipate what the answer will be but can high contrast themes be used without over riding web pages?

Good question.

Apparently high contrast doesn't do that and that also causes issues with some 3D/graphic programs.

I've created some high contrast variations here:

You can create your own variations once you change the right parameters.

The ones called 'hybrid' try to do what you want: just some elements in high contrast and partially in normal mode, but it's the other way around (browser content gets dark but windows border and menu's are normal).

So far, no solution, sorry.

Never seen some programs like that, maybe other people will know more on this...

Here is a related question ans some answers:
windows 7 - High contrast theme & browsers - Super User

It seems one version of Opera ignored high-contrast or if you do some heavy modifications on a classic theme, you can achieve a darker/high-contrast look but with lighter elements in the browser. All that it's still to find out, I never had the chance to test that out either.
Well, we don't have classic themes on Win8 anymore but we can still imitate those in high-contrast lookalikes.

I installed Google chrome and web pages look perfect with the high contrast setting in windows 8.1. It was firefox that wasn't displaying properly. I just need to get used to using chrome. Thanks for the help.
