Desktop Themes Broken in Win 8.1

Updated to Windows 8.1 and all went well except for Desktop Themes. I boot directly to the desktop. My beginning desktop was some kind of orange screen with a couple of triangle pointing into it. If I right click the desktop and select Personalize and then select any of the Themes they will appear on my desktop as expected. On the Personalize screen, the orange thingy will now appear as an Unsaved Theme. I can delete it but it will come back. A few minutes later the theme will revert back to the orange thingy. I have tried going to the "Get more themes online" and selecting a few from a list which is called "Windows 8.1 supported". These do the same thing. I have installed the latest AMD/ATI drivers.
Windows 8.1 32 bit.

After selecting a different theme, did you right-click it and select "save theme?"

There are three sections of the personalization screen. The 1st is My Themes, the 2nd is Windows Default Themes and the 3rd is High Contrast Themes. The 1st section is the only one that you can right click on to save. I have tried that but the same thing happens. The selected Theme will appear but after about 5 minutes the Theme will change back all by itself to the orange thing which looks like it is called simply Windows in the 2nd section and Unsaved in the 1st section.

I may have fixed it but it is still a mystery. I found that after the upgrade the Screen Saver got turned on. It was set to Bubbles and to 1 minute. My power settings stayed the same with Monitor at 1 hr and PC sleep at 3 hrs. My original estimate of 5 minutes was probably due to me doing some activity for a few minutes after selecting a Theme and then stopping for a minute and the Screen Saver would kick in. When I changed the Screen Saver to 1000 minutes, my selected Theme sticks. I will now try to set the Screen Saver to None and see what happens.
