Yes that's where I went and changed every single one but they have no effect on the font size for tabs or address menus. Still unsolved.

Look through the items here:
http://www.eightforums.com/customization/25496-special-themes-aerolite-high-contrast-variations.html

You'll need one of those customized high contrast themes for text colors and size: test it out yourself. The standard Aero and AeroLite themes don't allow much customization* because they use fixed sizes.

Get to the hidden values the easy way:
To get the right values, the best way to do it is to customize a theme (advanced appearance settings...) in XP or Win7 and get it as good as possible (change all changeable font sizes untill you find the right one), then export the theme and apply it in Win8.

*Note:
Font sizes can be changed to the standard Aero and AeroLite themes as well.

Example from Win7:
-icon font size changes address bar in Control Panel
iconsize.png
If you export (save theme for sharing) this, you can use it in Win8, even if 8 doesn't allow us to make it in it's own interface.

All the exported items you need (the ones Win7 allows to change through the interface) can be changed in Win8 as well:
Code:

This was just an example. Most important of the text items here are allowed to be changed in Win8 as well but there is more control in Win7 for all user levels.
The changed ones are the hardest ones to read: IconMetrics... but if it looks better on Win7 then you don't need to modify these in Win8 just apply the theme.

Thanks I saw that too and tried a bit with mixed results. The window title text color does not work for the Windows Explorer windows but does work for other windows. I haven't tried starting from Win 7 yet. Maybe 8.1 will have better customization options?

At least we've both tried the same options. :) You're right: explorer doesn't allow colored text but it does allow it in high contrast mode (although is more ugly this way).

To confirm:
I'm on 8.1 and the exact same options you have on 8.0 are to be used... nothing related to desktop themes gets better. I've got used to some of my darker themes and high contrast because, there at least, I can play around with text colors and window backgrounds.

Some other users use WindowsBlinds to allow more customization but I just keep it simple and use basic stuff.
