Solved Change Mouse focus behaviour

Hi,
I'm sorry if this is the wrong category, but I wasn't sure where to post this.

I'm normally a Linux user and got used to the following bahaviour:
I use some program(e.g. a text editor) and got another window open(e.g my browser) and then, when I move my mouse over the currentlx inactive window I can scroll in it without losing my focus on the active window meaning I can just scroll the webpage in my browser while still typing in my text editor.

Is it possible to replicate this behaviour on windows, or do I have to deal with the fact that I have to click in a window to scroll it?

thanks, this is close to what I wanted, but not quite it since it actually takes the focus from my current window which means I lose the ability to type there. Also my mouse pointer jumps around the screen when I alt-tab(makes sense since the mouse pointer also brings windows in the foreground automatically)
So to rephrase: Is it possible to scroll in inactive windows without focussing them?

A Weird Mouse problem- Hope you can help WIN 8.1

I have a Dell Inspirion and when I click an item on the task bar like the volume button the window opens and as I move towards it to change the volume the instant the cursor hits the top of the task bar the volume window closes. The only way I can make it work is once the window is open if I touch it (have touch screen) it moves the pointer with in the volume box and I can then use the mouse to adjust the volume. Same thing happens on an excel file except if you go fast since this is a bigger icon, you can usually not lose the focus of the excel screen. Also the very first time this happened it was in outlook, started to type a name the contact opens in the screen, mouse over to it and it goes away. I have tried some Dell updates, Bios update and lots of Malware and root kit virus scanners which come up clean. I've searched and can't find a similar problem?
