    I couldn't find extra details about that either. But something made in win8 was also found here:

    He also didn't provide the theme file.
    There are minor variations between the screenshots but for 98% it's the same stuff.

    Anyway now we are close enough in making a resembling theme, if still needed*.

    *as mentioned, one like that is already available (Special Themes (AeroLite and High Contrast variations))

    Green theme: case closed.

    These are selected examples from a broad range of possibilities.
    You can make variations yourself if you know the right parameters and color combinations*.

    * by editing a theme file in Notepad for instance.

Upgraded from Windows 8 (W8 Pro x86 -> W8.1 Enterprise x86) and I see web pages (all) like the attached screenshots. this occur in Firefox and IE, in G. Chrome this DOESN'T occur.
Can't get to Personalizations. Can't get into Ease of Access. It just says "Page Won't Load" How do I turn this hideous thing off if I cant get to Ease of Access or Personalization?
