Considering that isn't there, it doesn't make a lot of design sense to show off of a new and shiny UI design model with an improper size image making things look fugly. Now if there was shiny new UI model that had a proper panoramic image(s) able to be used, great!
Irrelevant, we have 8 tiles total. Scrolling not necessary. Showing our corporate logo and our software products far more important. But MS provides us no option. Just stupid.
Irrelevant, because most people that will use Windows 8 and the Start Screen will end up having more than 8 tiles pinned to Start.
But I don't. Give me a choice. We don't all use the computers the same.

Why are you so against people having a choice? That is why I said you sound like an Apple fan.

I'm not against giving people choice, I just said that I even use third party software to have more choices and options. If I were so against that, I would still be using the 20 color schemes and 20 patterns, but more like a few color schemes and a few patterns.

It's irrelevant because one person that uses Windows in such a way that is different from most people, why should that one person be singled to be given an option that 99 others will never be using that? This is Windows, not Linux. This is Windows, not mac os. There is an amount of customization that can be done within the OS and more that can be done with a third party. If you want to have a Hello Kitty skin all over the Windows UI, you can use a third party tool and code to do so. Why should Microsoft design the OS in such a way to put Hello Kitty skins when 12 people will probably use it? Yes, that is an over the top example, but still.

This still comes back to the notion that when you have a full screen of tiles, there is no point in using an image when the main focal point is totally obscured. If it were with icons, it wouldn't be an issue, but that's not what it is. The focal point of a normal, standard Start Screen is centered around the tiles and live tiles. If that can be improved up properly to add a custom image, then ok, that's great.

Personally, if it were designed a bit with opacity, I wanted to see the Start Screen that overlaid on top of the Desktop wallpaper that was faded out some to put emphasis on the tiles and Start Screen. There are different things Microsoft are striving towards that don't involve a Desktop UI anymore.

What I am trying to find out is where is the configuration data stored for the Windows 8 start screen? What I am referring to specifically is where is the data stored that determines what tiles are present, and how they are arranged. Is this in the registry? A config file somewhere?
The config file is stored under C:\Users\(User)\AppData\Local\Microsofl\Windows\ <----- (User) is your username

    with the name: appsFolder.itemdata-ms

This file is a binary file and stored the layout of the Start Screen. If you re-arrange the tiles on the Start Screen, Explorer will update this file accordingly. I think this is what you are asking, isn't it ?

So theoretically, if you make a custom image, the Start Screen layout from the original image can be applied to a new install? I've read some people that did such had issues with apps not being pinned to Start and defaulting back to its default. Or, can you can copy and paste it over and restart?

Applied to new install ? I don't know, I have not tried it. But I think it should work if you have all the apps installed and shortcuts for those apps existed in the new install before copying the files for the Start Screen.

But for your current Start Screen, You can copy 2 files appsFolder.itemdata-ms & appsFolder.itemdata-ms.bak and put it somewhere else then you can modify the Start Screen further and later on if you want to restore back the original, just swap them back then restart explorer using: tskill explorer from Admin prompt, you don't need to restart your PC.

If people are having problems with pinning to Start Screen, the problem might be with explorer since it is responsible to create, modify etc... to the Start Screen or if the files are corrupted beyond repair by explorer in which case you just delete the 2 files, restart explorer to let it creates a new default Start Screen from the default user profile.
