Hi, I've recently been having a problem changing my wallpaper (others including myself had a sunflower picture) on my desktop and searched the web without an answer. But recently by accident I fixed it!
1) rename the picture you want your background to be as (without quotes) "img0"
2) create a system restore point (this is necessary)
3) go to C:\Windows\Web\Wallpaper\Windows
4) replace the img0 with your img0. Then right click and select set as desktop background.
5) If you desktop wallpaper is black, then don't worry, this is supposed to happen. go to Control Panel\All Control Panel Items\Recovery and restore from the restore made in step 2
6) after the restore, your wallpaper should be set!
