PC Settings on charm bar

Installed Windows 8 64 bit yesterday on Samsung Q310 and found this really helpful forum which has answered some of my many questions ..
Was looking at the tutorial about changing the colour of the start screen and it said to click on the PC settings link at the bottom of the charms bar..but when I click the PC setting nothing happens..any idea why this might be?

You need to click Start screen (top right) as in the snip.

Sorry but I cannot see anything like your "snip"

Not sure what you mean by clicking the top right..I have tried that and nothing happens..
If I click my "picture" I get 3 options..lock, change account picture and sign out.
Other than that the only other thing I can make happen on the right is to make the charm bar appear and when I click setting on the bottom I get another menu with change PC settings, but when I click that nothing happens.

Do I need to be an administrator to get the options you describe??

Nope - the charms bar gear comes up with the usual stuff then look at the very bottom which says "change PC settings" - then you get to the snip shown.

I am where you say at the bottom of the charm bar ..clicked the settings gear wheel then get the extra menu then click the 'change PC settings' and absolutely nothing happens!

You may have to do a Refresh, refresh will remove your installed programs, try the second option in the Tutorial.

What about this what do i do?
Seems like the windows 8 ui in pc settings is broken...
