Cannot set desktop wallpapers

The only thing I can choose as my desktop wallpaper is the default yellow flower on a blue background or a solid color. If I try to choose any other image, it just gets set as the default wallpaper, no error or anything. I have not seen anyone else have this problem and I would make a video demonstrating the problem but my version of FRAPS does not register the Windows 8 DWM.
