Logon Screen Customization Help

So I'm a bit of a nitpick and I'm having this problem with the logon screen and finding out how to customize it.

Without a password on my account whilst signed out of my account - The logon screen shows a different picture and has a different colour from what I chose under my Personalization settings.

With a password on my account whilst signed out of my account - The logon screen picture and the colour scheme I selected under Personalization show correctly.

Any ideas how to fix this? I would like it to show the correct settings without a password on my account.

If you don't understand what I'm talking about.. I'll try to explain it again.

sounds like a built in feature of windows 8 to alert people to use passwords, not sure though, interesting

Well it's no big deal. I just found it odd. :S

There are some issues with the Logon screen.
One other of note,,,, if you have more than one user on the system, it may not always pick up the screens properly when locked or signed out
The system gets confused I think.
